Vernon McGee adds "It is important to see that it is God who gave Israel victory and possession. Today our victory is in Christ. The victorious life is His life lived in us. Then we are blessed with all spiritual blessings, which are the possessions He has promised to us " (Joshua 10) Believer's Study Bible - The words translated "at one time" may be understood as meaning simply "then." Verses 28-43 give a summary of Israel's conquests in the South. Comparison with Jdg. 1 indicates that although these cities were conquered, they were not possessed and so had to be captured again later. Guzik on one at a time - God knew which battles to fight and when to fight them. These were not the only Canaanite cities in the region, but they were the military strongholds. God knew what He was doing in selecting which particular battles to fight, and when they needed to be fought.
